    As far as I know any links pointing to your site will be followed by all the search engines so you can't give preference to one search engine over another. Links reported in Yahoo & Google never reveal the full amount of links you have in total so I guess the answer is don't worry about it too much, just concentrate on building quality links and you'll be OK

    Do the process of off page optimization and as far as I know yahoo frequently indexed links coming from yahoo answer.

    getting backlink is same for all search engines, you really don't need to target any search engine.

    You need to concentrate on link building, that's it.

    You should know that all search engines use same method for backlinking, just focus on getting quality backlinks.
