Always have a whois lookup at those scam looking sites from Whoisxy.com and check whether the disclosed contact details are true and whether they are trusted to your knowledge. If not it is likely to be a scam. You can also check the website reputation and safety at Webutation.net

It depends on that if someone is trying to scam with you online on internet or he is trying to scam with you as usual. If he is trying to scam with you as usual then report to police and if online then internet policies apply as per countries law.

If you suspect its a scam, the best will be to delete it. Because the scammers are so clever they try to cover their tracks and make sure that everything checks out in case you investigate. Very few slip up, you just have to know the tell tales to catch them.
Theres quite a number of scammers online. They even have fake testimonials, to make you believe they are genuine. Sometimes they even warn you about scammers. So if you have not been scammed let it go, if you have by all means report it. There are website where you can report them or the police if there is a loss of money or goods incurred as a result of it.
