I've been personally forum posting for over ten years (just not paid to do so for all that time). Of course back then they were horrible bravenet forums, but even that wasn't the start.
There were bulletin board systems before the WWW, when a 14.4 baud modem was considered high speed (1995 perhaps?)! So yes forums have been popular for a long while.
ETA: A little mention of early BBS systems, dating back to the very early 1980's.

Not to get off topic but I used to run a 2400 baud dialup bbs back in the day on using wildcat software, I even had a Fidonet node. Recently a friend asked me about reviving a telnet only version so people can get that old school feel. We are working on the project right now just for fun.

Well, the internet before the world wide web was an entirely different place, so you weren't missing much! Navigation was no where near as easy, it was unrecognisable as a precursor of what we have now. I don't think too many people miss the old system!
ETA; I take back what I said about people not missing it. If you're setting up a Telnet only old style BBS then some must. I'm not one of them
