at first you have to ensure your On page SEO. if it is good enough then go for Off page. Off page will work very well if your On page is correctly done. then the second step is publicity. do what every you like to publish your site.

PR depends on huge number of issues like:
- Content quality and uniqueness

- Page load time
- Number of traffic
- Domain age
- BH or WH followers; etc

So if you can fulfil all such requirements then PR will improve automatically.
