I wouldn't really say that. I mean if a webmaster contacts me wanting a link exchange or something and he knows all the details about links and the benefits of it but he does not have a website worthy of a link in my site, I still wouldn't link to him. It doesn't matter if you know the benefits of link building if you don't know how to use it right and if you don't have the right or a worthy website to link.

I agree with dondcc, if you don't know how to linkbuild right or don't have the right website to link to then don't do it. As you know, link building increase your site popularity and also visibility on search engines and internet as a whole.

Link exchange with high PR site really helps to improve your ranking. But any time there will be chance for your link to be get removed by the webmaster at any cost. And also you can't control where your link is to be placed.

IMO its better to have submission at high PR directories and do social bookmarking in order to get quality backlinks.

yes, you are absolutely right if you need long time permanent ranking with more stability then don't exchange l;ink with webmaster because such kind of link is not stable longer that way ranking of keywords is going down after some time.
