In simple words: you have a website, you create some mini-blogs called satellites on different free platforms, you write some posts on each other and start do some inter-linking between the satellites and from them to the principal website.

A link wheel mainly is process in which you build many new web pages using web 2.0 properties like squidoo, blogger, hub pages and etc, all on similar topic as your main blog or website. Building a link wheel involves writing articles that are to be posted on web 2.0 sites.

If it is good for SEO, I think it is. Closed wheels can be detected by algorithms so anybody who is building a link wheel should build a complex one to make the process appear more natural. This way, hopefully, the links won't get discounted.
