I agree with Govind here, if you are looking forward for fast backlinks then you should target Dofollow Forums and Blogs. Other than this Social Bookmarking is also one of the easiest and quickest way to get backlinks.

Also try to build links in pages which are getting frequently indexed, this ensures that whenever the search engines bot crawl that page your link will be noticed early by them.
