A budget is where you have a certain amount of money that you have to spend and you cant go above your budget.

AdWords does, however, calculate what a bid will probably cost and then look at your budget and calculate if there is enough in it for the cost of the click. So, it is possible for AdWords to determine that the budget will not be enough to cover possible clicks in the auction and will therefore not run the ads.
