The first thing I would suggest is that you look at your keywords. These are what people will use to search, and you want them to
find your site when they do. If someone was looking for the services you provide, would they just type "Minnesota" or "workers"?
These are two of the keywords in your keyword meta tag, and they are much too general, you need more specific words.
Also, all your keywords are just one word, and you should be looking at combinations of perhaps two or three words.
The Google Adwords keyword tool will help you identify the search terms that people actually use.
Then when you are building links, you use your keywords as the anchor text for the links. Looking at the links to your site,
most just have your website url as the anchor. (if you don't understand anchor text just do a Google search for it).
Looking at your existing links, most seem to be from low PR directories, and these are not going to help you much at all.
Also you don't have very many links in total. Quality is more important than quantity, but you do still need a reasonable number.
One way of getting an idea of where to get better links is to look at those of your competitors. I used the free version of SEOspyglass
to look at yours.
Action such as I have suggested will help towards your ranking position with Google, which in turn will help with traffic.
