I am also still new in this. I hope anyone would help me.

Get quality backlinks by doing following methods:

Web 2.0 Submission
Link wheel
Profile link building
Article submission
Blog commenting and forum posting
Guest blogging etc.

Update your site with fresh and quality content in regular basis.

Increase Page Rank easily. After on page SEO, Do off page SEO like
(i) Article Submission
(ii) Blog Commenting
(iii) Classified Submission
(iv) Forum Posting
(v) Social Bookmarking etc...........

Google considers many factors in determining the page rank of a page. Quality backlinks and content are considered as important factors. If your site has quality content and backlinks you can get a good page rank.

Do off page SEO regularly to get high page rank easily.

I am sad to tell you that there is no such way to get PR quickly, just be patient and build your one way links from high PR sites.

It not that much easy. It will take at least 3 months for the site to rank higher.

You cant get ranking so easy. It will take minimum 3months.
Keep link building in directories, article submission, press release, forum, blog comments some advance concept like link wheel.

You can restrict your submission to high PR sites and Do follow forums & blogs as Google counts those links first.

Well there are many things you can do. Some people do this trick to sell high pr domains or links on them expensive, some black hat seo guys do other stuff. I wont publicly reveal blackhat techniques with which this info is usefull, so just let your mind work for you.

The key is doing good keyword reasearch.. look for long tail keywords.. for example weight loss. That word is too general and that word would be very very hard to rank. Now if yu tried to rank for weight loss camps for teens. It would be alot easier.. I just used this an example the weight loss industry is a hard one to crack. But start with good keyword reasearch..
