hie.. if i submitted an fresh content article to a site but after sometimes i want to submit same article to another web site.it considers duplicate content??

It depends if you are submiting your article to ezine or hubpage then definitely they consider your content as duplicate content but other article directories consider as syndicate content

If it is Then why google panda is not penalizing ezinearticle or hubpages . ?????????????

Agreed.. But i think after panda updates ezine page rank effected too..

Article submission is best and best trick to promote your site in search engine

Yes, you can submit same article to many other article sites. There is no harm.

It is duplicate content.

But if you are really intent on doing it, its advised that you host the article on your website first (Google will rank the article it encounters first and then filters the rest as duplicate)
and then submit it to premium article directories (not all)

I would not recommend you for this as article marketing is now passe post the panda update. And when there are much effective techniques available (Blogging, guest posting, social bookmarking etc..) why go for outdated ones.

I won't suggest you to submit the same article in other directories. The better option is to submit article in good ranking directories and bookmark them as well. This will help in getting some traffic for your post and as well as get indexed easily.

You can't submit one article in many sites its consider as duplicate content so its good if you use new and fresh article.

you can spin the content and use on any other website

you can use article spinner to rewiring your article, which will change sentence and some word synonyms of your articles but your article subjects will remain unchanged , if you are posting same article at same time in different articles site than other can consider it duplicate if one of them publish it before them.
