As per my view, the easy way to get High PR is to buy links from these websites or link exchange with High PR websites,but link exchange, many sites will not allow with low PR websites.

Link exchange is manipulative way to boost organic rankings. It is highly discouraged by Google and your site may even get penalised for it.
As far as submission to high PR directories, it is time consuming as its difficult to find reputable directories to submit to.
Moreover why are you so worried about PR. Matt Cutts himself advices not to get obsessed with PR. Involving in inorganic ways will only damage your reputation.
There are other organic methods of link building other than link exchange
