Reciprocal is now considered as a bad practice after being penalized.Other methods include the link exchange method.

There is a words said "Money brings Money". If you have no money then you will not be able to earn money. Accordingly if you have little page rank then administrator of hing page rank will not be interested to exchange link with you. But you can think about attending in various forum and submission in various directories. It is also very helpful.
