Yes both are the best of generating traffic. But first thing create your profile in a proper way and make a friend circle in a particular region that you want and post interesting thing and informative on your account. And after that promote your website then you will getting more traffic through both of these sites.

If i share my experience i am getting more traffic from stumbleupon i am not getting from digg.
