Hi I have made an affiliating website and on page is complete so please suggest me that what will be the first step for off-page SEO.

Not directory submission dear it search engine submission first of all.

Are you indexed? Also, how good is your On Page SEO?

Submit your site to whois sites to get indexed, then submit to directories and submit articles to your site/blog. Then start to drip them onto article sites. That is how I start and it has always served me well.

I think the very step of off page optimization is site submission to Google webmaster tools... And there are many other important practices that you need to follow,
- Write content that is deliberately designed to attract audience towards it .
- Submit your website to social bookmarking sites
- Submit your website to social networking sites
- Participate on online forums and communities
- Create mini-sites and small blogs to pump links to your main site .
- Submit your RSS feeds to feed directories
- Video marketing
- Participate in blogging, guest blogging and blog commenting

Blog commenting is very useful if you get the right blogs to comment on. I usually do blog commenting as it helps me boost traffic and search rankings and with “keyword country” as my partner, I am able to find influential niche related blogs very easily.

there is no definate first step you can do any of these as your first step...Blogging,Press-release,Artilces,Forums,etc...

When it comes to off-page optimization, there is no particular step by step process that you need to follow. All you have left to do is nothing but to promote.

Please do submit your site to major search engines,like google and yahoo,bing etc.and you must submit your site to some high pr directories.I think these are necessary step for the new site.then,join some forums,post some blog comments etc.

Yes, Directory submission is the first step in link building... but all these methods are useful in link building but I want to suggest you to keep more attention on blog commenting (dofollow blogs), and Forum submission(of high pagerank).
