i need to know which type of backlinks are more effective for a site? paid or free backlinks?

As per my better knowledge free backlinks are more better than paid. If you get free backlinks from forum and blog then it is more easy to get high rank in search engine because both are able to get quality backlinks.

Of course Paid backlinks cause they are stable enough than free backlinks.

the back link of web pages is important that are paid or free but stability and relevancy of link is important for website ranking and also relevant traffic.

I don't believe in paid linking, always try to get free back links from blog commenting, article submission and forum posting these become very useful in SEO point of view...

Come on, that’s a no-brainer. Organic (free) linkbuilding is what what search engines want to keep you fixated on.
And although it’s hard for search engines to identify whether a backlink is organic or not, they frown upon excessive link exchanges and link buying because they want high quality results and not any that seem to be manipulated. Here’s Matt Cutts clearly dismissing link buying strategy-

The paid or free this type of back link are not effected to the page rank but it depend on high pr back link means it's depend on pr not a free or paid back link.

I don't think paid or free matters. But I can say this, manual linking on pages with high PR, allow dofollow link, that are relevant to your niche, will be much better than paying for random link from just any website.

It depends on the statistics of the site you are linking to (Pagerank, outbound link count, association with other good sites) and not for price.

Depends on the resources. So if there's a free sites over the web that you can truly create relevant links then you can stick with this sites. But if you believe that you have a budget then you can go for paid links. And most of the paid links are worth like private website that you can post an data,story or article on their site.
