I agree with with. But competitor's analysis is an important factor to consider. If you are after a keyword like "forex trading", it can take you years to rank your website cause the others who have ranked there are building links from years. It will be really very difficult to rank the keyword. So before start tweaking your website (on-page) and you should first make some kind of study on keywords so that you can balance in your budget and achievements in rankings.

I will give you an example, suppose you building a house or flat or anything and you want to give it as rent what and all things you will do first?. First you will buy a proper land in proper area where your business can grow and then the materials to build the house. If the materials are not up to the quality or quantity the house will be in dangerous and hence the same case for SEO, if you are not creating or optimizing your web site well means it is always a burden for crawler programs to crawl and identify your web site. Off page optimization is like decorating your house or flat to attract more customers. If you could not advertise your web site well means it will not attract customers and your business will be in loss. I think both on page and off -page SEO matters equally.
