How does the domain extension affect the SEO?
Obviously, you're looking for an easy optimizable name, there's a reason why they're worth millions. But what happens if you were to use cigars.ca, cigars.com.mx, cigars.fm, cigars.ag and you built the sites out with the same quality and attention to detail. Would one domain extension rate higher implicitly over the cigars.com domain extension? Without getting too "international", what would happen if this were the case with .net and .org. Thanks (thinking specifically of googe)

Google ranks local sites better in local Google search engine like your .in domain will perform better rather than .com if you search from google.co.in
If your business is a local one and you sell to local peoples only and want only local visitors to use your site you can buy county specific domain to get better ranking in google.
And i dont think theres any different in other international domains like .net , .org , .info You can use any but .com is more popular one , using it will be better.science and math : Mathematics

I will second to vilyanurchandra; no difference over .com for ,net org info domains. I have seen many sites other then .coms rank over .com. not because of the domain rather because of the quality.

Google treats .com, .org and .net in the same way. Many people only know .com and they will remember a .com URL more easily though.
.ca, .mx, .de,... are country TLD's and Google will consider that the site is a local Canadian, Mexican or German web site. Ranking in these countries will be slightly better than for a .com, but it will be lower in all other countries.

The domain name extension has nothing to do with ranking low but they do help in ranking at specific countries like extensions us, ca, in, au are country level and each one rank well in its own country. I do have websites with such extensions and there was no disadvantage or something for having these country level domains but as i said they rank higher in that particular country like us will rank well for USA , ca will rank well for canada etc.
