Why social bookmarking and blog commenting aren't in your list? These would really help you a lot in terms of traffic and rankings.

Here's mine:
Forums - top of my list.
Article Submission
Directory Submission - but i don't do this anymore. I prefer to do social bookmarking and blog commenting.
Hub pages creation - creating many without original and fresh content look spamming.
Paid Links - i never been a fan of paid links.

I haven't tried the analysis in deep, so that I could provide you the best activities we have to for the back links. But based on my experience I could write down the activities here.

Hub Pages creation (Squidoo or Hubpages)
Forum Signature
Web Directory Submission

Forum posting and Directory submission are the most effective techniques.
