Definitely, most sites I've developed have been programmed in PHP.

Hell yeah! But you're looking at tens of thousands of lines of codes here, but if you're someone really versed with PHP then I'm pretty sure that would be no problem at all. Starting from scratch will be a pain in the butt and I'm sure of it!

surely can. consider using php framework for scale able and maintainable code such as cakephp, codeigniter... etc.
