SEO is long term strategy to get traffic where as PPC is a short term and temporary way to get the traffic.

Seo is the better than ppc because Seo is the best method for promoting a site free of cost while ppc is the also promoting site method invest more money .

While some people have a new website, it is difficult to get the site and its very difficult to generate traffic to the site, because search engine optimization has taken so much time, so most people at this time to bring the site using PPC visitors to the SERP sometimes, they have a new product or service, then they use PPC.
