Hello can anyone help me. My css file is not letting the scrollbar setting to resolve with the color of the explorer window being blue instead of the standard grey bar.

I have used this script in the pass in straight html pages but I can not get it to work on my css style sheet. I am using dreamweaver 2004 MX.
