Type of website
Domain age
Content density
Traffic and public interest
Back links from other websites (Count as a vote if PR of back link is bigger then your website PR)
OBL and IBL (Out Bound links and Inbound Links)
Addition of content (some site never do update or post new content so keep adding new pages if possible)
Domain name itself (is should be relevant to what u offer or what ur website is about)
Static pages are more effective then dynamic
w3c validated web 2.0 website
Dmoz and yahoo directories submission considered a big boost in PR ..

Google update or downgrade your page rank in 1-3 months limit ...depends on above factors rather they are improving or going down ..

1-Use Google Sitemaps to see how Google sees your site, when it was last updated, whether you have any problems on your site, etc.
2-Get involved in communities relevant to the content of your site. Visit their forums and mailing lists, and help other people by answering their questions, posting links to your site if they contain information relevant to your replies.
3-The head section of the document should include meta entries for keywords and description.
4-Publish articles on other sites relevant to your expertise.
5-Use H1 and H2tag in your site.

Google Page Rank is numeric value given to site by Google. it is Calculated by Google by its special method which no one can calculate. it is updated regularly with intervals.

it is all depends on the google he will update pr in every three months but some time it take more time.

I think no one know how to calculate PR other than Google it self but one thing i know Higher Page Rank means top 10 Ranking in Google Search.

so it could be possible that if some website's performance become weaker so it may get less page rank, so automatically it becomes your potential and u get higher page rank.

Apart from other things that onechooses while opting for a Google rank itshould be seen that if it approved or not. In addition it needs to beseen that if there are sufficient resources available with thepeople.
