The update is all about to remove low-quality sites / SPAM results from the Google search results.

Google posted in their official blog about this new algorithm change -

we launched a pretty big algorithmic improvement to our ranking—a change that noticeably impacts 11.8% of our queries—and we wanted to let people know what’s going on. This update is designed to reduce rankings for low-quality sites—sites which are low-value add for users, copy content from other websites or sites that are just not very useful. At the same time, it will provide better rankings for high-quality sites—sites with original content and information such as research, in-depth reports, thoughtful analysis and so on.

Danny Sullivan (editor-in-chief of Search Engine Land) named it as Google Farmer Update and then after it is popularly known by this name.

However, Google guys revealed its actual name i.e. Google Panda Update in one interview by Wired.com

It is called farmer update because it is targeting the content farms (which produce spammy and junk content)...
Google always wanted to deliver a good user experience to the users and expected the same from the webmasters. if you are following the guidelines properly this update hardly affect your rankings.

Officially this update is called Panda Update which is named after an engineer of Google.
