If your budget is consistently high enough and you bid enough, Adwords can reward you with higher rankings at lower cost. Being the #1 or #2 ad in a search is not enough to get you on the top of the page. Before your ad can appear there it needs to be approved by a Google reviewer. (I assume this is the same review that enables your ad for the partner sites. Someone please correct me if I'm wrong.) It also has to gather a "better than average" CTR before it goes to the top.
