Googe adwords system does not appear rank ads solely on cost, so there is no way to guarantee top placement on a search result page. However, by adjusting your keywords' Quality Scores and CPC bids, you can better control the position of your ad and help improve your ad's chance to appear higher within search results.

It's a combination of how much you bid, what the keywords are, and how much your daily budget is. If your budget is consistently high enough and you bid enough, Adwords can reward you with higher rankings at lower cost. I'm not necessarily recommending it, but I've seen my CPC go down as my budget went up. Just better make sure you get the payback on the clicks!

Being the #1 or #2 ad in a search is not enough to get you on the top of the page. Before your ad can appear there it needs to be approved by a Google reviewer. (I assume this is the same review that enables your ad for the partner sites. Someone please correct me if I'm wrong.) It also has to gather a "better than average" CTR before it goes to the top.
