    I think you need some good topics in forums and also Updated news so that people can discuss about something also some fun element like some games type threads will be great too also I think the site owner and moderators behavior ,the site looks also play a good role to attract users

    I agree. If members participate in every discussions, help others regarding their queries, share something from what he/she read from other source (considering his own insights/views/reactions about the reading), add some funny, interesting but new threads, that could result to a great forum/community.

    I guess what make a forum have lot of post and visitor, is when the topic in such forum good and useful to other people who read it.

    I think it depends on forum content. If visitor found a lot of quality content on that forum, they will more active on it.

    What makes the user active on a certain forum? For me:

    - The design of the forum.. (is it attractive and the fonts are easy to read
    not too big, not too small)
    - The content.. how informative and entertaining it is.
    - The people behind the forum - professional but yet friendly.
    - Popularity of the forum

    This for me is what will make the forum active.

    The most important thing is content. But there is another alternative to get them more active :

    Make blog commenting contest

    Well it's temporarty effect but still effective.
    I ever participate on blog commenting contest, and that blog receive about 300 new comment in a month.

    Adding a forum is always a good idea because it encourage users to stick to your website for a long time and keep it dynamic by useful posting. But you have to make sure that there is no spam content in that forum. Otherwise its popularity will wane away sooner or later.

    In my humble opinion, members and topics can make a forum. There are a few forums I visit because of a few members who post there always seem to have something to say that helps me in my everyday business.

    Yeah they are all right. But here's some good question that can help you to build a good forum.

    1.What is the purpose of my forums?
    2.What will people get at my forums that they can’t already get somewhere else?
    3.What’s my plan for security upgrades?
    4.Do I have the time and patience to adequately moderate the forums?
    5.How am I going to get that critical mass of regular participants?
