set MODs and then find out which violates the rules, there is some apps too to find link pasting and so on.

Develop a rules note consisting on terms and condition of posting and commenting on forum and post it or email it to your visitors. Also keep an eye to the forum posts if any one found spam delete it. Create a culture of unique and relevant posting rather than bulk posting.

you should always or have a person in charge to moderate the post that members did on your forum.

- i have seen that on many forums people add comments to increase their blog posts or to get their signature seen. There is no harm in doing that but it is bad if the comments are not useful at all or are just spam comments. This should be banned.

- Hire moderators to take care of that.

3) POSTING LIMITS : There has to limitations for posting the posts.
