What's the best time to hire an SEO for a website?

You should do it when you have started your site if you are a total newbie. That way it is easier for the SEO to work with your site.

I think a SEO should be hired as the site is being designed and developed. After development it becomes difficult to change the layout for many sites.

I do agree with this. If you hire SEO before designing and development of the website, you would be in PROFIT @ SE rankings and getting more visitors.

Hire an SEO when you have money to pay for him...lol, if you ain't got it, then do SEO yourself
