    Here are some of my suggestions to make popular:
    1. Offer DOFOLLOW signature - (Make sure, you often moderate for spam)
    2. Use social networks (facebook, Twitter) to get more visitors
    3. Participate on other your niche related communities, blogs comments, forums, groups and etc.

    As others have said above, there are MANY webmaster forums, and they are pretty much all the same. Thus, creating yet another version of this same product makes it really hard to stand out.

    I suggest rethinking the forum concept, to create a unique experience for members.

    Imho, the number one weakness in most webmaster forums is that the content is really weak. The majority of posts are one liners which don't add much to the discussion.

    How about a truly moderated forum? That is, anybody can submit posts to you, and you publish only the best ones.

    First, no spam problems, because spam could never reach your forum in any circumstance.

    Second, much better content, leading to much better posters, and more engaged readers.

    Third, you create a forum experience that is different (and better) than all the other webmaster forums.

    Too much work? Just think of it as getting other people to add good content to your site for free.
