Yes its possible to get listed in Dmoz free. You have follow some basic rules.

I am a DMOZ editor and you are just wanting the link to your blog and for people to read it. Please do read it and have a laugh. Following all those will pretty much get you absolutely nowhere. I am one of the DMOZ editors who is regularly on DP and I can tell you that I have never listed a site from a signature there.
Buying links already listed can mean that the site is now, for a while, listed in the wrong category and before long is likely to be removed and you have lost your money. As guidelines say, no site is guaranteed to remain especially if the site changes. Moral...don't do it it will end in tears, seen it too many times.

Also please note the time for a review for a possible listing is not up to 6 months it is from a few days to several YEARS. And NEVER re-submit the same URL, once you have done it you have done as much as you can to promote your site at DMOZ, re-submitting may cause delays at best and may get your site banned as spam. It is against the guidelines that one accepts when one suggests a site, guidelines that the suggester says they have read and accept.My opinions are my own and do not represent DMOZ directory, staff or other editors.

Dmoz is free but the only thing is the time that we have to wait. as you can see DMOZ is the biggest directory on the planet, even the biggest search giants borrows there website list.
Dmoz is supported by a large number of volunteers working in all of the specific categories, you can also apply for a volunteer.
