Well, I've submitted my website for a certain category about 3 months ago.
Till now my site hasn't been approved, and no new site has been added to that category..
I'm going to wait for another month before I resubmit my site; heard that resubmitting it too fast might get me banned forever

If you want to get listed, resubmitting is the dumbest thing to do. All it does is overwrites the previous submission with the new date and you just moved yoursefl to the back of the queue when an editor choose to work on the category and chooses to use the list of submitted sites when looking for new sites to add.
Once you have submitted once, you have done all you can do. Doing anything else is likely to count against you.

Problem is I completely redesigned my website from scratch
So am not sure if my website was already reviewed and refused, or if my site hasn't been reviewed just yet

i tried DMOZ several times, I have a PR 5 site, 10 year old site and well optimize and until now DMOZ hasn't approved it...

Submitting more than once is aganist the guidelines you agree to when you submit - how do you think you should be treated for doing that?

First thing, you need to learn how to behave in public forum. There is not going any abuse competition here.
Second thing, I posted the nearest thread link intentionally. And I got that you did not bother to have a look up on the ODP official forum properly.
Third thing, will you mind to show me 1 category which is updated in December-November? You yourself have claimed it.
Fourth, if DMOZ is working fine as you said then where is the problem? Why you people are making controversy over DMOZ here? You contradict yourself, nothing else.
Fifth, it's really waste of time to talk to you because you do not know how to behave. At least I prefer not to talk to you.

You are really confused if you think DMOZ is not updating. I can assure you that they are actively working as per normal, it must just be that the specific cat you have looked at has not been edited.
Bear in mind theres something like 400K cats and 5000 volunteer editors. Not all editors can edit anywhere so sometimes it takes a long time for a certain cat to be updated, whereas others, well many are as up to date as 24hrs ago.
But somwhere within DMOZ, a cat is probably updated every 2-3 minutes

I also submitted my site to DMOZ. In 4 months no update in that category...pretty stupid.

You should not OVER TRY. Submit a site and wait for 6 months. If you submit a site which has been submitted 3 months back, you are just increasing the 'review time' for your site.
After submitting review time will be 6+3 = 9 months. So dont submit site again and again. It will not help your cause anyway.

If you submit again the recent submission will overwrite the date stamp, it achieves nothing and can have you flagged as a spammer for multiple submissions.
Review time will not be 6 + 3 = 9 months????? Review time will be what it is....it may be a day and it may in fact be many years. It simply depends when one of our volunteer editors decides to process some reviews in that category.
The crucial point is - SUBMIT AND FORGET - Once you have submitted your site, absolutely nothing you can do that will help and in fact, anything that you do can only have a detrimental impact on your submission.
And this information is a FACT

Don't submit your site again and again. Submit is once and leave it. It takes more than 6 months or more for approval.
