well I'm not an expert but I think you have to navigate till you find the right section for your site and then the link to submit your site is at the top and then fill out the form.

i have some sites listed there, some not. i really don't see any major impact on earnings/traffic just for being there.
its nice if you get listed. but sometimes its out of our control, as you can see.
edit: i must say some businesses could really benefit from getting listed at DMoz. Specilly manufacturer, suppliers I like to mention bcs I use them; there could be others as well.Free Classified Ads & BUSINESS/PROFESSIONAL SOCIAL NETWORK

If you mean that you have suggested your site, but it has not appeared in the directory, then that is quite normal. It can atke from a few days to a few years for a review for a possible listing to take place. You do not need to re-submit, your site is not lost, and infact re-submitting can possibly harm your site for a listing because too many submissions and you can be banned as a spammer.
We are not like most other directories who seek links because it adds value to the links. WE are not interested in any value a DMOZ listing might or might not add. We seek to build a directory with unique content rich sites for the web surfer who wants to use categorised collated links for that process. So our focus is on the end user.
Read some of my other ecent postings on here to give you the larger picture. My opinions are my own and do not represent DMOZ directory, staff or other editors.
