In my opinion Windows 98 is the best for beginners because they can do many things manually and it's better for learning. After passing some time then can use Win XP which is best nowadays.

A lot of people are answering Windows here. If I'm going to answer your question, I'd put my money on Windows 7 as well. But it would actually depend on what you're going to do with the PC where you're going to install the OS. If you're a developer, I suggest you go for Linux. It's an open source OS with a lot of variants, so you better check it out. If you want to play games in it, then Windows would be the answer.

I vote for windows 7. It's stable, reliable and very fast. XP also is another option but it's a bit out dated.

I kind of already expressed my views on the best operating system in another post, but I suppose I'll go over it again :-)
I would not recommend Windows, simply because Windows uses way too much resources (CPU, RAM, and HDD). I would also not recommend Alienware unless you are using it for gaming, simply because it's not the best interface for day-by-day processes. I would recommend Linux, of any distro, but I would further recommend Linux Mint 12 or Linux Mint Debian (or even just plain Debian) for every-day processes. For your servers, I would recommend CentOS or Debian. You could go with Ubuntu, but it's become a very crappy operating system throughout the years and I don't recommend it anymore. If you would rather purchase your operating system (which I don't know why you would, but if so) then I would recommend Mac because it is both user-friendly (like Windows), doesn't use as much resources as Windows (although it doesn't use as little as Linux) and it still keeps you secure.
Please remember this is just an opinion and the only way you could truly know what YOU want is by testing it out personally.QuickPress.biz - WordPress Setup & Configuration Services - Free Plan Available!
