If you get this error most likely you are missing a reference to System.ServiceModel.Web.
Usually its located at some place like this:
c:\Program Files\Reference Assemblies\Microsoft\Framework\Silverlight\v4.0\Sy stem.ServiceModel.Web.dllFree Classified Ads & BUSINESS/PROFESSIONAL SOCIAL NETWORK
